Replace the quay-test-mirror-image step with chainsaw-based e2e tests for both master and redhat-3.17 branches. The new quay-test-chainsaw step runs reconcile and HPA test suites from the quay/operator repo. Pre-phase no longer creates a QuayRegistry or admin user since chainsaw tests manage their own resources.
