winc: add periodic e2e job with fips in AWS

This pull request adds a new periodic FIPS-enabled end-to-end (E2E) test for the Windows Machine Config Operator on AWS, updating both the CI operator configuration and the periodic jobs. The new test runs weekly and ensures that the operator is validated in a FIPS-compliant environment.

Test configuration updates:

• Added a new test entry aws-e2e-operator-fips in openshift-windows-machine-config-operator-master.yaml with FIPS mode enabled, scheduled to run weekly, and using a specific AWS cluster profile.

Periodic job additions:

• Added a corresponding periodic job periodic-ci-openshift-windows-machine-config-operator-master-aws-e2e-operator-fips in openshift-windows-machine-config-operator-master-periodics.yaml to invoke the new FIPS E2E test on a schedule, with all necessary environment variables, secrets, and resource requests configured.
