[chain-pr 4/6] Debugger domain implementation and tests

This PR is part of a chain split from #0 watson/DEBUG-5296/add-live-debugger by chain-pr.

Changes

Implements the entire debugger SDK: expression compiler, capture, condition, template, probes, stacktrace, activeEntries, api, deliveryApi, transport, and the public entry point — plus all unit tests and shared expression test cases. All files in this package are interdependent and form one atomic unit.
