[chain-pr 3/6] Debugger package configuration and tooling

This PR is part of a chain split from #0 watson/DEBUG-5296/add-live-debugger by chain-pr.

Changes

Sets up the new debugger package skeleton: package.json, README, LICENSE, eslint side-effects allowlist, tsconfig path mapping, typedoc exclusion, dev-server registration, CODEOWNERS, third-party license, and lockfile entry.
