What

Generate package for Debian systems.

Why

So Debian users can have a .deb option. In the future, we may promote this .deb to the debian repo SDF maintains.

Adds Debian (.deb) packaging to the binaries workflow so Linux release artifacts can be repackaged into installable Debian packages for amd64 and arm64.

Changes:

  • Introduces a new deb GitHub Actions job that downloads the existing Linux tarball artifacts and builds .deb packages for amd64/arm64.
  • Adds basic validation by installing the generated .deb on the runner and running stellar --version.
  • Uploads the .deb as a workflow artifact (and to the release via the existing upload action on release events).
