libocr has a hard limit on this field at 512kb: https://github.com/smartcontractkit/libocr/blob/7b0d2d7385da62f645005a4c55814d065a7f2321/offchainreporting2plus/ocr3_1types/plugin.go#L362
Thus changing the default back to this harcoded limit
