- Replace Ubuntu 20.04 container with ubuntu-latest runner
- Use cargo-zigbuild for explicit GLIBC 2.17 target floor
- Covers CentOS 7, Amazon Linux 2, Ubuntu 18.04+
- Eliminates distro/runner lock-in
