triage-on-pr-completion.ymlto notify Chloé when fork PRs (including Dependabot) complete CI. Uses the two-phaseworkflow_runapproach to safely access secrets without exposing them to fork code. Mirrors the same workflow already in place on sdkman-db-migrations.
