Developer playground

This deploys Woonki's Xote-based developer playground on https://rescript-lang.github.io/rescript/dev-playground/
Of course also works on localhost with the compiler that you have currently built.

For now it only uses the latest master compiler.
Maybe in the future we could somehow link the pkg-pr-new builds to it as well.
