Add a 'Tier Requirements and Failure Disclaimer' subsection under The Mandatory-Backup Routine explaining that backups run on-instance and require sufficient compute/memory/disk. Includes a PS10+500GB failure example and a liability disclaimer. Add a cross-reference note to the Tiers and Instances page.

…guidance Drop the "Last successful backup is over a day old" portal alert (not yet shipped) and instead direct users to the RavenDB Studio notification center and available monitoring facilities (SNMP, OpenTelemetry). Also add a title to the backup-resource-requirements note in cloud-instances.mdx.
