[multiple]cifmw_default_registry group var

• Add cifmw_default_registry var to the group_vars file
• Replace instances where 'quay.io' is hardcoded in the ci-framework
• Note: This change does not replace instances where the quay.io exists as part of a full directory e.g. quay.io/centos/centos:stream9. The reason for this is that if an alternative registry was used in the future, there is no guarantee it would follow the same directory structure used in quay.
• Relates to OSPRH-22660
