Pulls in the moneydevkit/rust-lightning patches that:
- Strip the splice prototype (bit 155) from outbound Inits to
ACINQ specifically, since their eclair stack chokes on
dual-advertise.
- Set both bit 155 and the LDK 0.2.2 production bit 63 on
every other peer.
This unblocks splicing with ACINQ today and keeps splice
working with un-upgraded clients during the LDK 0.2.2 client
rollout.
No source changes here, just the rev bump.
