🎯 What: The untested now_ts function in economy/sanctions.py lacked unit tests.
📊 Coverage: Added test covering the formatting of the UTC datetime string. It uses a mocked datetime object to deterministically verify that the timestamp is formatted as YYYY-MM-DDTHH:MM:SSZ. Also tested with different dates to ensure it is robust.
✨ Result: Increased codebase test coverage and reliability for this utility function. Also fixed a related regression in test_capsule_scoping.py that relied on a hardcoded legacy org org_b7d95bae.
