This is a POC for implementing Low Level Network request attempt Tracing using OpenTelemetry.
It leverages the existing class structure such as ApiTracer.
Some of the implementation details are not necessarily production ready as this is just meant to prove that we can insert a few Span Attributes and record them in traces (confirmed in ITOtelTracing.java. Future work on implementing each of the features described below may vary substantially.

Key Changes

GAX Runtime (`gax-java`)

New OTel Tracing Implementation: Added OpenTelemetryTracingTracer, OpenTelemetryTracingRecorder, and OpenTelemetryTracingTracerFactory to handle OTel span creation and management.
ApiTracerFactory attribute configuration: Updated ClientContext, StubSettings, and EndpointContext to resolve and provide additional attributes for tracing, such as:
- server.address
- server.port
- gcp.client.service
- rpc.system (grpc/http)
Retry Tracing: Support for tracking resend counts (gcp.grpc.resend_count and http.request.resend_count) in OTel spans.
Error Handling: Standardized error status extraction in TracerUtils.

GAPIC Generator (`gapic-generator-java`)

Repository Metadata: Added a new --repo plugin argument to specify the source repository of the generated library.
Properties File Generation: The generator now creates a src/main/resources/gapic.properties file containing the repo information, which is used by the runtime to populate the gcp.client.repo attribute in traces.

Build and Tooling

Hermetic Build: Updated Python and Shell scripts in hermetic_build to support the new --repo parameter during library generation.

Testing

Showcase Integration Tests: Added ITOtelTracing.java to verify end-to-end OTel tracing functionality for both gRPC and HTTP/JSON transports, including success scenarios, error recording, and retries.
Unit Tests: Added comprehensive unit tests for the new OTel classes and updated parsing logic.

How to use

To enable OTel tracing, a TracingRecorder (implemented using OpenTelemetryTracingRecorder) must be provided to the ApiTracerFactory, which is then set in the client settings.

To make this API more powerful and aligned with OpenTelemetry, I recommend changing attribute values from String to a more flexible type. Some options:

Use Map<String, Object>: A more generic approach if you want to avoid a hard dependency on the OTel Attributes class in the interface.
