Update Sphinx to latest stable version

Ran build successfully. Updated sphinx-design for compatibility.

Updated README.md to reflect minimum python3 requirement, as Sphinx 9.0 drops support for python3.11.

This commit addresses FFTK-4730, "Update Sphinx and dependencies"
