Summary

Patch release bundling the v1.2.1 changes already merged to main:

• build(cmake): cloudini_lib honors BUILD_SHARED_LIBS for standalone (non-ament) builds — unblocks Conan/vcpkg consumption (Prep v1.2.1: BUILD_SHARED_LIBS support + Rolling CI fix #106)
• ci(rolling): ROS Rolling restored to a real check (was continue-on-error: true) by building point_cloud_interfaces from source via vcstool (Prep v1.2.1: BUILD_SHARED_LIBS support + Rolling CI fix #106)
• deps: react 19.2.5 → 19.2.6, react-dom 19.2.5 → 19.2.6, @foxglove/extension 2.50.0 → 2.52.0 (build(deps-dev): Bump react-dom from 19.2.5 to 19.2.6 in /cloudini_foxglove #103 build(deps-dev): Bump @foxglove/extension from 2.50.0 to 2.53.0 in /cloudini_foxglove #104 build(deps-dev): Bump react and @types/react in /cloudini_foxglove #107)

Bumps version in:

• cloudini_lib/package.xml
• cloudini_ros/package.xml
• cloudini_foxglove/package.json (+ package-lock.json)

And adds the 1.2.1 entry to each package's CHANGELOG.rst.

• CI: ROS2 Humble / Jazzy / Kilted / Rolling (Rolling must be green, not skipped)

The release tag 1.2.1 will be cut against the merge commit once this is merged.
