Use CPU host-passthrough instead of EPYC-v4 emulation when SEV is not enabled, allowing the GuestOS VM to boot on Intel hosts
Note that we will still need to add a different node reward type to the ic-os and update check-hardware.sh accordingly to pass SetupOS.
