fix: fixing nx release publish

Description

Fixing release process in nx by adding registry-url: 'https://registry.npmjs.org' to Node.js job
Also adding echo "registry=https://registry.npmjs.org/" >> .npmrc to release step as the backup
And removing npx release --dry-run from CI
