Config updates for website migration compatibility.

Addresses the following changes:

• Disables the "Made with" line in the footer.
• Enables the Material navigation tabs.
• Organises extensions.
• Adds admonition and details types.
• Enables MagicLink extension.
• Enables Smarty extension.
• Adds extra: header: {} to mkdocs.en.yml.
• Adds extra: header: with translated header entries to all non-en mkdocs.yml files.
• Pins docs-tools to the working docs-tools branch.
• Adds the live-serve port to live-serve in tox.ini.

TODO:

• Restore main docs-tools branch once Website MkDocs migration beeware-docs-tools#150 is merged.
