Description of changes:
Remove @aws-crypto/ie11-detection dependency and all IE11-specific code paths
including msCrypto fallbacks and promisify-ms-crypto module.
The ie11-detection package was already removed from aws-sdk-js-crypto-helpers
in aws/aws-sdk-js-crypto-helpers#629 and will not
receive further updates. ESDK JS should align with this change.
