Add Vitest infrastructure with test scripts (test, test:watch, test:coverage), v8 coverage config, and CI workflow running tests on pull requests. Include unit tests for string utils (escapeForQBQuery, replaceSpecialCharsForQB) and withRetry (429 retry, RetryableError, exhaustion) with fake timers.
