For 1.19 I generated runtime-deps and compared aginst 1.20, and it's the same (excluding version differences). So I copied the 1.20 LICENSE/NOTICE to 1.19.

This change backports #16159 to 1.20 and 2.0 Flink after verifying on 1.10.x branch the runtime artifacts are the same with the exception of Jetbrains Annotations. Annotations are referenced in License/Notice with the updated wording that's on main,
This change also takes the same License/Notice changes from 1.20 and applies them to 1.19 after generating 1.19 runtime-deps and comparing with 1.20 and seeing it's the same.
