Fix CI tests in upstream repository

This PR is to resolve CI failure in tensorflow#426

After re-organizing the test-all configuration and running it step by step in CI, I found the following issues

• The build does not pass on macOS
  • Windows is not checked.
• The doc section falls through
  • Too many warning messages?

For this reason, I decided to test only on Ubuntu and temporarily disabled the doc checks.

It appears to be still faile due to the large amount of logs, especially warnings. To resolve this, it seems we need both/either of

• Fix warning
• Discard warnings (to /dev/null, etc.)

In addition to split tests into multiple set, I also divided the jobs that can be run in parallel. It will also seems to be able to suppress errors related to storage capacity. You can see the result here https://github.com/dskkato/rust/actions/runs/10473145056/job/29004345003 (my repository)
