🎨 Palette: Missing aria-expanded on Expand/Collapse Buttons

What

Added missing aria-expanded and aria-controls attributes to the toggle buttons in DashboardFilters and RootCauseTree.

Why

Screen reader users need to know if an expandable section is currently open or closed, and what content the button controls. Without these attributes, the toggles act as standard buttons with no state context.

Accessibility

• Added aria-expanded to reflect current toggle state.
• Added aria-controls referencing dynamic IDs on the controlled containers to explicitly link the trigger to the content.
• Added aria-label to the RootCauseTree icon-only button to provide an accessible name ("Expand node" / "Collapse node").
