Updates the builder images to use the latest Ubuntu LTS image, which eliminates the need to install a recent version of Git from a PPA. This will make builds a lot faster since we no longer need to install
software-properties-commonto add the PPA, runapt-get updatea second time, and then remove & autoremove when we're done.This PR should stay open until 26.04 is officially released on April 23rd since the pinned version numbers might change on release.
