Adds 2024-01-01 values to state_rating_area_cost.yaml for all 498 rating areas across 50 states + DC, scraped from the KFF 2024 subsidy calculator using age-0 benchmark premiums. Fixes #7429 Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

- Add 7 slcsp_age_0 tests for 2024 across AK, CO, FL, GA, NY, TX, WA - Change formula_2025 to formula_2024 in aca_ptc.py so PTC is calculated from 2024 onwards (returns 0 before 2024) Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>

I just tested NC's h5 on my local machine and this is in the ballpark:

In [16]: sim.calculate("aca_ptc", period=2024).sum() / 1E9

Future calibrations should get it closer. I see you're doing some branch hygiene but I'm going to go ahead and approve since I see the substantive work is solid. Nice work.
