This is adding the program as a standalone variable not part of the structural reform with in_effect etc.
@DTrim99 can you try to write an agentic workflow in the .claude to one shot these structural reforms. We can iterate as we add new reforms and find issue

Key Details
Important: This is NOT a marginal tax. Once the $1M threshold is crossed, the 3% applies to the ENTIRE AGI, creating a "cliff effect."
