This is solid infrastructure — the diagnostic workflow and 40-issue tracker table are exactly the kind of thing that makes future TAXSIM accuracy work faster. Worth reviving. Suggested next steps to get this mergeable:

Add three-way comparison rule (PE/TAXSIM/TaxAct), GitHub confirmation requirement, and batch TAXSIM download pattern to slash command. Update tracker with 15 newly diagnosed issues including TAXSIM bugs (CA SALT, AZ DTC, EITC age limits, CTC 2021, OASDI). Remove unused finding template.
