[Feature] Support abort requests in release1131

Motivation

支持请求在解码过程中 abort 中断。
通过ResourceManagerV1中的add_abort_req_ids接口可以进行触发。
该分支当前只适配对接yiyan adapter，api_server 入口暂未实现。

Modifications

支持 abort 正在解码的请求。

Usage or Command

当上游需要触发 abort时，调用resouce_manager_v1 的add_abort_req_ids接口触发。
