This PR removes the redundant manual
terraform_plan.ymlworkflow. Since running real integration tests (plan/apply/destroy) against GCP is no longer possible due to isolation requirements, and static validation (terraform validate) is already handled automatically bypull_request.ymlon every PR, this manual workflow is no longer needed.
