When DiracX fully manages sandbox storage via S3, the legacy SandboxStore should not perform local uploads or periodic purges. The new UseDiracXBackendOnly CS option makes DiracX the exclusive sandbox backend, bypassing the DisabledVOs check and disabling the local purge cycle.
