fix WANT encoding

We merged a PR with some missing bits/ inaccuracies
- [ ] dmx definition has bugs
  - dmx_prefix needed?
  - goset state what wrong
  - need "want" encoding
- [ ] check offset bit in "payload"
  - mix thinks this is a "pagination" type feature for being able to talk about the goset if it's bigger than will fit
