CIMXML Serializer

To write graphs into CIMXML file with rdflib requires the construction of a custom serializer. rdflib's XMLSerializer and PrettyXMLSerializer will be used for inspiration (i.e. as much as can be copied will be). linkML will be used to supply information to avoid hardcoding things that might change in future cim versions.
