Add Conjugate tab to Conjugate app with download data menu option

• This issue is blocked by Refactor the tab bar component to be used in both the keyboard and conjugation apps #560

Once work for #560 is finished, it would be great if we created the Conjugate tab for Scribe-Conjugate. We can basically reuse parts of the code from the Scribe keyboard app, with the main changes being seen in the designs for the Conjugate app Conjugate tab on Figma.

The big changes we'd need are:

• We're working on the no data stage in this issue
• We want the "Download data to start conjugating" menu option
  • This menu option should use texts from Scribe-i18n
  • i18n.app.download.menu_option.conjugate_download_data_start
  • i18n.app.download.menu_option.conjugate_description
  • We can reuse the menu option from the keyboard app
• We'll work on the next page in another issue
