Better fallback for token expiring; package not having been uploaded for a while.

I did not realize but IPython stopped uploaded nightly a few month ago, same for Pydata-shinx-theme and maybe a few other package because of token expiry.

It would be nice to have 2 options I suppose:

1. on the action itself; auto-opening an issue if nightly upload fails.
2. on this repository itself; if the last version of a package is removed (or too old) open an issue so a human can check on it and see if the maintainers need to be pinged, or the package removed from the repo.
