Check for target branch of PR and if matched -t

Description

On backports I often forget to specify -t jazzy etc and the need to cancel manually and redo everything.
Or in the worse case I miss it totally and load the build farm for no reason...

It would be nice if the ci script would check for the target branch of the PR and warn
you if it does not match the given -t parameter
