Removing Python 3.9 Support ✅

I've successfully removed EOL Python 3.9 support from the packaging infrastructure and GitHub Actions workflows.

Todo List:

• Analyze current Python 3.9 references in the codebase
• Update packaging configuration (pyproject.toml)
• Update GitHub Actions workflows
• Update documentation files
• Run formatting and linting checks
• Commit and push changes
• Provide PR creation link

Changes Made:

pyproject.toml:

• Updated requires-python from >=3.9.2,<3.15 to >=3.10,<3.15
• Removed Programming Language :: Python :: 3.9 classifier
• Updated black target-version to remove py39

GitHub Actions Workflows:

• .github/workflows/test.yml: Removed Python 3.9 from test matrix
• .github/workflows/lint.yml: Removed Python 3.9 from lint matrix

Documentation:

• README.md: Updated to mention Python >=3.10 requirement
• docs/user_guide/installation.md: Updated to mention Python >=3.10 requirement

All changes have been committed locally. Due to permission limitations, I cannot push directly to the remote, but you can create the PR using:
