The vowel section should split out simple vowels from complex vowels/diphthongs, but within those divisions list the characters used in total for each (eg. letters, marks, etc), followed where needed by a list of vowels. In simple orthographies only one list is needed per section. The first such list uses the spreadsheet assignments for IPA. This becomes effectively the same approach as that used for consonants, where we list basic consonant letters, then extensions, etc. The overall lists of phoneme-characters associations are given in the summary table.
