Lower the CMake requirement of executorch from 3.29 to 3.24

I see that

Line 50 in cfc71fe

cmake_minimum_required(VERSION 3.29)

mentions to lower it back to 3.24 once the XNNPack commit is included.

The dependent commit in xnnpack is included, is there any other reason to not lower it to 3.24?

Thanks for bringing this up. We should be able to lower it. If you're interested, you can try putting up a PR. If CI looks good, we can merge it. Otherwise, I can give it a try next week.

I am an employee of Qualcomm Technologies Inc. and I have requested internally for including myself in CLA, and it is still under review.

For Ubuntu LTS noble it would be at least good to lower it to 3.28. I've just checked out 1.1.0 and then had to hack CMAKELISTS.txt again and changed it to 3.28. Compiles just fine.
