Problem
Not all proficiency can be (or should be) explained in just 1 language.
Recommended Solution
Provide something similar to score interpretation documents that can also be applied to just topic lists. In that case, a knowledge domain can be defined via a topic list written in any language, and that is considered the "source" version and the others are verified translations.
