404 Error for not opening the developer docs on the website

In the Contribute to OpenML page, the Developer Docs button raises the 404 not found error

@forbiddenscholar Hey , I've tracked down the cause of that 404 error on the "Contribute" page.

It looks like the link for the developer documentation was pointing to an old or incorrect path (docs.openml.org/Website/) which doesn't exist anymore. I've updated it to point directly to the correct "Getting started" guide for the website component at https://docs.openml.org/contributing/website/Website/.

While I was at it, I noticed the PyTorch link in the footer was also missing its protocol (making it lead to a 404), so I’ve patched that up as well. I'm just finishing up the final checks and will be

submitting the PR for this later today.
