[xylon] Legacy Libraries DEPR: Remove legacy libraries migration docs

After Willow is released (the docs repo isn't tagged for release until after Willow goes out):

Remove any remaining legacy libraries mentions, including ones relating to content migration (unless they are part of Release Notes).

Because the ulmo/verawood release notes just link to the https://docs.openedx.org/en/latest/educators/how-tos/course_development/migrate_legacy_libraries.html page (see https://docs.openedx.org/en/latest/community/release_notes/ulmo/ulmo_libraries.html) we probably want to think a little bit carefully about wholesale deleting this article - perhaps we move the migration documentation into a subpage of the ulmo or verawood release notes documentation and set up an appropriate redirect.

Yeah, I like that plan.

The migration docs are an important part of the historical release notes--we definitely want operators on old releases to be able to catch up without having to dig through old docs.openedx.org releases. I just want to remove the migration info from the "Content Creation & Management" tree in Xylon, if possible.

Totally agree. I think leaving the migration page where it is now for the V & W notes cut, and moving it into release notes for the Xylon, makes the most sense.

Note we don't cut the docs repo until after the final release goes out, so this ticket shouldn't be acted upon until Willow.1 is released.
