Packchanged problem with the autocmd function

Describe the bug

I replaced my init file with a copy of the current kickstarter file and when I run neovim it outputs this, and as far as I can tell it prevents the plugins from being installed

event': 'PackChanged'

~/.config/nvim/init.lua:291: in main chunk

To Reproduce

In my case is just running the software with the file there

• OS:Debian Forky
• Terminal:Alacritty

Neovim Version

NVIM v0.11.6

You need to be on the latest stable version of neovim.
