Cutting Azure costs in the CI #4222
Description
The funds provided through the sponsorship for Azure VMs for CI for 2026 have been added recently. However, based on our estimations, the funds will only last us to the end of November. Since we need it for at least 1-2 more months, we'll need to cut some costs to make it last to January/February of 2027. I'm opening this issue to track work on it. The plan is to remove some VMs while avoiding the creation of bottlenecks. I'll share my updates here as I have something to report.
