[Bug]: Webhooks delegated setting is missing from Administration privileges in Nextcloud 33

Bug description

In Nextcloud 33, the webhook_listeners app declares delegated-admin support, but the Webhooks entry does not appear in Administration settings -> Administration privileges. In Nextcloud 32 it was still present.

Steps to reproduce

1. Open Administration settings -> Administration privileges.
2. Observe that the webhook entry is missing.

Expected behavior

A Webhooks entry should be shown in Administration privileges, allowing the admin to assign delegated access to one or more groups. It should be supported at least according to this doc: https://docs.nextcloud.com/server/33/admin_manual/webhook_listeners/index.html#listening-to-events

Possibly related to PR #55261 which was for v33 but I'm not familiar with the change.

Hello, sorry about that, thank you for reporting!
I fixed it in #60160 which will be backported for 33.0.4.

You can apply as a patch: https://patch-diff.githubusercontent.com/raw/nextcloud/server/pull/60160.patch
It should apply cleanly on 33 as this part of the code did not change much since.
