Bug description
In Nextcloud 33, the webhook_listeners app declares delegated-admin support, but the Webhooks entry does not appear in Administration settings -> Administration privileges. In Nextcloud 32 it was still present.
Steps to reproduce
- Open Administration settings -> Administration privileges.
- Observe that the webhook entry is missing.
Expected behavior
A Webhooks entry should be shown in Administration privileges, allowing the admin to assign delegated access to one or more groups. It should be supported at least according to this doc: https://docs.nextcloud.com/server/33/admin_manual/webhook_listeners/index.html#listening-to-events
