For a $d$-dimensional GRU, the effective state space is $\mathbb{R}^d$ per cell, and the minimum $d$ for chaotic dynamics in coupled oscillators is known to be $d \geq 3$ (the Lorenz system). With 2 cells, this gives a minimum state dimensionality of 6, far below our empirical $d = 32$.
