needed refresh

This projects is in urgent need of a refresh.
Many of the dockerfiles no longer build.
the python package links to https://modelmgmtreswcus.azureedge.net/wheels/... no longer work.
even the trouble shooting link on the main page does not work!

At least pull in some of the PR
