Update dockerfile

Dockerfile needs updating in line with https://github.com/microsoft/AzureTRE/blob/main/.devcontainer/Dockerfile
Terraform and docker versions for example are different

This repo is usually updated following a release of the AzureTRE repo. Although 0.27.0 was released there recently we felt we need more time to stabilize the federated-id change before making the update here.
