Onboard to Aspect Workflows for Linux CI

This is a good candidate for Aspect's free tier. This project could have CI on https://buildkite.com/aspect-build and dogfood some of Aspect's platform features.

Probably keep using vanilla GitHub actions (maybe via Aspect CLI) for Windows and Mac as those runners aren't available on the free tier.
