[BUG] Some interfaces remaining down with netlab_config_mode: startup on iol

Describe the bug

When deploying a Vxlan/evpn such as https://github.com/bgplab/evpn/tree/main/evpn/1-bridging

configuration on iol with netlab_config_mode: startup, both host-facing interfaces on s1 and s2 remain in shutdown state.

It works with Ansible

To Reproduce

use https://github.com/bgplab/evpn/tree/main/evpn/1-bridging
netlab up solution.yml , device iol, with group_vars.netlab_config_mode: startup

No idea. There is no "shutdown" command in "unix:config.txt", and according to the logs, the interfaces become operational but are then shut down (again) ~20 seconds after the device has been configured.

Executing "copy unix:config.txt running-config" afterwards brings the interfaces up.
